At 8 pm Thursday, Dec. 13, 2012, Toms River Township was informed that NJ Natural Gas has encountered more leaks on the barrier island than they expected.

NJ Natural Gas has additional remedial work to do on the repressurization project on the barrier island that will require the access to homes to remain restricted on Friday 12/14/12. The bridge must remain closed on Friday morning12/14/12. As soon as NJ Natural Gas notifies the Township they have completed the work, access will be restored.

December 13, 2012

In addition to tomorrow and Friday's visitation days, a new revolving schedule has been added by Toms River that tries to alleviate traffic issues. It is specified below:

The Toms River Police Department is implementing a plan to enable residents of the Northern Beaches of Toms River Township to re-enter the area via their personal vehicle.

The Northern Beaches will be divided in three areas, WEST, MIDDLE, and EAST.

WEST -- Rt. 35 South to the Bay

MIDDLE -- Rt. 35 South to Rt. 35 North (between the highways)

EAST -- Rt. 35 North to the Ocean

This division of the beach area will enable the Police Department to provide for the safety of our residents and security of their homes. Areas for re-entry will be posted by date on the Township Website. Re-entry will take place on a rotating basis. The hours of re-entry will be from 8:00AM to 3:00PM.

SCHEDULE

Monday November 26, 2012 8:00AM - 3:00PM WEST
Tuesday November 27, 2012 8:00AM - 3:00PM MIDDLE
Wednesday November 28, 2012 8:00AM - 3:00PM EAST
Thursday November 29, 2012 8:00AM - 3:00PM WEST
Friday November 30, 2012 8:00AM - 3:00PM MIDDLE
Saturday December 1, 2012 8:00AM - 3:00PM EAST
Sunday December 2, 2012 8:00AM - 3:00PM WEST
Monday December 3, 2012 8:00AM - 3:00PM MIDDLE
Tuesday December 4, 2012 8:00AM - 3:00PM EAST

Thursday December 6, 2012 8:00AM - 3:00PM MIDDLE
Friday December 7, 2012 8:00AM - 3:00PM EAST

Residents are reminded that infrastructure construction and heavy equipment will be operating in the areas that are not scheduled for re-entry so re-entry must be limited to the designated area. Please do not arrive on a day not scheduled or you will be removed and you will only slow the recovery process for the entire beach area. We cannot stress enough that it is important to go by the plan to ensure recovery of this area for both yourselves and your neighbors.

November 20, 2012

A letter from our president has been added to the documents page. This past Saturday's clean up is discussed as well as more contractor information.

URGENT: Northern Barrier Island Re-entry Plan PHASE II

The Toms River Police Department is implementing Phase two of the Re-entry Plan for the Barrier Island North of Lavallette.

Saturday, November 17, 2012 Residents of the following beach communities will be provided access to their homes from 07:00 AM to 2:00PM. Residents are requested to have identification and a proof of ownership for the house they are entering.

Residents will arrive via their own car and may begin the process of flood remediation and winterization. It is strongly suggested that residents work with their respective homeowners association to have contractors on site to assist in the winterization process.

Access to communities other than those listed for a particular day will be denied. A controlled re-entry for Phase two will enable all people to get to their homes. Arriving on a day not scheduled will only slow the process.

Update on NJ American Water:
There will be no fee charged to shut the water at the street or re-activate / turn on your service in the spring. This may work well with the limited access to the island. Be aware that re-activation may take longer than usual with everyone on the island shutting and starting at the same time. Please call to request this and verify that you will not be billed for this service.

A small update from New Jersey Natural Gas yesterday:

...Bay Head to Seaside:
We are finalizing our re-pressurization plan for this portion of our system, which includes segmentation. Mobilization has begun for the replacement of main that was damaged near the Mantoloking Bridge. We have completed all of our initial service assessments, with extensive follow-up required...

...Once natural gas has been restored to your area, your home's natural gas service may be turned on only after electricity has been restored, you have safely returned to your home, and a qualified technician has determined that your natural gas equipment is safe to operate...
November 8, 2012

URGENT: Toms River has begun the the re-entry phase into the northern beach areas of the barrier islands. Seacrest FULL-TIME residents are able to return to their homes on Saturday November 9th to "retrieve items that they deem essential to themselves and their families." Please follow the link for all the remaining information, including when and where you need to register, how you will be transported, and other rules that will be in place during your visit. If you are visiting this site from a neighboring beach club, follow the link to get your exact re-entry day.

New Jersey Natural Gas recently released a statement about the storm damage in the area including a full list of recommendations for winterizing your beach home this offseason. A summary of the assessment can be found here.

Also, New Jersey Natural Gas had this to say about their ongoing assessements (source: link):
Although we are dealing with significant access constraints in the Bay Head to Seaside portion of our system, we have completed half of our initial main assessments in this area, and 2,500 initial service assessments. We are continuing to develop our restoration plan; one of the first projects in this plan will be to install new main where the ocean breeched the barrier island near the Mantoloking Bridge.

Via the Toms River website:

A message from Toms River Township Mayor Tom Kelaher | November 7th 2012

I want to reassure all Toms River residents that the Administration is working with the Police Department and New Jersey State Police in developing a plan for barrier island residents to visit their homes as soon as possible. The magnitude of Sandy's impact to the barrier island's infrastructure cannot fully be comprehended through pictures and videos. The New Jersey Department of Transportation is working with the Township to ensure that the island's infrastructure is restored to stable condition prior to re-entry.

The Ortley Beach section suffered the most damage along the barrier island south of Mantoloking. The Ocean Terrace roadway has been completely destroyed, and Bay Boulevard has over twenty sinkholes from Harding Ave to the Lavallette border. The NJDOT has removed a number of structures that floated off their foundations and settled in the middle of both municipal roads and State Highway 35.

We understand that other towns have allowed residents into their homes after State engineers deemed those areas to be safe. Most of these towns did not experience the level of destruction that we did. We are in constant communication with NJ Department of Transportation, and arec working as quickly as possible to ensure that their assessments are completed and appropriate measures are implemented. We need to abide by the DOT's orders for the safety of all residents.

Heavy earth moving equipment has been working to shore up dunes in anticipation of today's nor'easter.

We are thankful that fact that there were no fatalities or major injuries to our residents and we want to keep it that way going forward..

Arrangements are underway for a safe re-entry plan and residents will be updated on our township website the moment that information becomes available. You will be given ample notice and multiple opportunities to visit your homes, get belongings and winterize.

Thank you for your continued patience during this difficult time.

November 7, 2012

Via the Toms River website:

When can I check on my home on the barrier island?
The Township plan calls for access to the barrier island beginning as soon after the upcoming nor'easter storm as possible. Access will be granted in sections of the island beginning at the north end of the island in Normandy. Mayor Tom Kelaher said, "In light of the current conditions on the barrier island and in the interest of public health and safety, it is likely that residents will be transported by bus for their initial trip to the island. As conditions improve, it may not be necessary to travel by bus for subsequent trips. It is critical to note that the Ortley Beach area sustained much more severe damage than any other beach in the area and although work has been ongoing to improve some of the conditions, especially in the roadway areas, there are still areas that pose a threat to public safety. For this reason, access must be controlled and monitored."

Earlier today: Follow the link to see a video filmed from a bus tour of the barrier islands taken by community representatives. It reveals an alarming number of sink holes near and around roadways as well as massive damage to houses on the bay side of Lavallette and Ortley beaches. Although Seacrest is not shown in this video, it seems to support the DOT's claim that the roads are quite unsafe. It is worth noting that YouTube is a good site to search for videos of the island both during and after Hurricane Sandy. More and more videos are popping up every single day.

Via the Toms River website:

When can I check on my house? (as of Monday, November 5th 2:30 pm)
Mayor Kelaher and Chief Mastronardy attended a meeting this morning with the NJ Department of Transportation, Lavallette, Brick and Seaside Heights authorities. The DOT has declared that the roadways on the barrier island North of Seaside Heights are unsafe. They have found over 22 sink holes some being as much as 8 feet deep. The DOT is aggressively attempting to stabilize the situation. The pending Nor'Easter is of great concern and it is unsure how it may affect their progress. This situation will directly impact the development of any type of public access to the Island. Ortley Beach is known as Ground Zero. This area was affected by the storm more than the neighboring towns.

The board is keeping abreast of the evolving situation at the shore. There is a good chance that owners will not be able to inhabit the island for an extended period. As a result, members will be aloud to return to their homes to collect valuables and winterize (if necessary) at some date to be determined. The beach club will be attending all meetings and will notify its members when this date will be. There is no need to go to meetings individually.

Amidst the awful damage that has occurred throughout the island, it seems that our treasured beach has escaped with only minor wind damage and some flooding, which gets worse closer to the bay. I'm sure many members would like to return to their homes, but the island has been deemed too unsafe to do so and there is no timeline on when that will change.

We hope all our members are safe and surviving the widespread power outages and other Hurricane Sandy related afflictions. If we get more news, we will share it with you on the website.
October 29, 2012

We are getting an enormous number of hits to the site, so be patient with the webcam. It is working fine so far, but it can only handle a set number of visitors. Please do not stay on the cam for extended periods of time. Also close the web page or app after viewing.
October 1, 2012

The Presidents meeting was held this past Saturday and the Seacrest Beach Club board wanted to alert the membership to the following items discussed:

First Item (#5): Toms River is spending $175,000 to reassess all properties - meaning they will check the property value currently on the tax rolls and apply a deduction factor percentage somewhere around 10% to areas which have unusually high values and a significant amount of tax appeals. Call tax assessor for more information.

Second Item (#6): Toms River has been able to upgrade the Township wide FEMA classification from a Class 9 to a Class 8. This was accomplished by Toms River developing GIS plans, drainage improvements, etc. to reduce flooding potential. When FEMA flood insurance renewals are receive mid 2012 into 2013, they should show a 5% reduction in policy cost due to the Class 8 upgrade. Check with Toms River Engineering and your flood insurance agent if the 5% deduction hasn't been applied - in might not be automatic.

Summer season is approaching and anyone renting is responsible for flag monies. Those monies should be given to Tom Craig and/or the head guard at the beginning of the season with the weeks and name of your renter. Your renter will only be responsible to the club for a deposit on the flag which will be returned when the flag is returned. The flag is available at the guard stand as usual. It will no longer be the clubs responsibility to collect flag money. If you rent through OB3 rental office, they will procure the flag money. Flag fees are $150 per week.

Thank you in advance,
Your President

There is a new mobile version of the Seacrest Beach website. Instead of having to pinch (i.e. zoom) your way around the site on your smart phone, the scaled down mobile version makes everything much easier to navigate and read. The mobile site is still a work in progress, but is currently fully functional for everyone to use.

The webcam has been specifically altered to perfectly fit most fullscreen mobile browsers in landscape view. So find the fullscreen button on your mobile browser, turn your phone sideways (i.e. 90 degrees), and enjoy! It is worth noting that the camera feed should work perfectly on WiFi and in 4G, but might be a bit slow in 3G mode.

Update: Some mobile platforms (such as Android) do not support the ability to stream the camera through their default web browsers. There is no way around this. If you want to enjoy the camera like iPhone users do, then I would suggest downloading the Firefox app. It is a free and reliable open-source browser.
